Rumors are varying on the exact reasons of the lack of a campaign (development troubles with a month less to develop than usual, an overly confusing and unreal storyline, etc.), but once that plan fell apart sometime early 2018, Treyarch seemed to put a lot of effort into making every other game mode more complete and polished than ever (campaign takes away the most resources). You can play this mode online with a group of four players online and kill the hordes of zombies while trying to complete objectives. Black Ops IIII is a different situation though.
